Meaning of “controller”
In these regulations, the term controller means a person who is the owner, lessee, sublessee, or bailee of equipment in a [workplace] (not being a home occupied by the person).

History Note - Regulations of New Zealand

Regulation 3 was amended, as from 4 April 2016, by s 232 Health and Safety at Work Act 2015 (2015 No 70) by substituting “workplace” for “place of work”. See section 4 and Schedule 1 of that Act for the transitional, savings, and related provisions.
