Self-employed carpet layer ROGER BRIAN LAHOOD was fined $1500 under s17, for failing to ensure his actions did not harm others, and ordered to pay $3500 in reparations to a woman who tripped on loose carpet in an office stairwell. Lahood had fixed carpet panels to the stair treads, but planned to add the nosings after working hours so people in the building would not be disturbed by his drill. The woman, who worked in the building, caught her heel on the edge of a carpet panel as she descended the stairs and fell 1.2 metres, suffering bruising and a severe laceration to her head ( Wellington DC, March 26).
