NAPIER CITY COUNCIL admitted a s6 offence and was ordered to pay $18,000 in reparations after a worker at its refuse transfer station had his arm amputated below the elbow in a shredder used to mulch garden waste. The council had built a platform on the side of the shredder, providing access to the rollers and blades and partially obscuring the emergency stop button. The injured man reached into the machine to remove a blockage and was caught in the blades when they restarted (Napier DC, 20 February.)
