The Government has released its draft Health and Safety at Work Strategy 2018-2028 for public consultation. Developed by MBIE and WorkSafe NZ, the strategy is designed to:

  • Provide vision and direction for the overall improvement of health and safety at work.
  • Align direction across the health and safety system.
  • Enable coordination between people in the system and ensure there is clear accountability.
  • Identify capability gaps and opportunities.
  • Improve system measurement.

In the introduction, Minister for Workplace Relations and Safety Iain Lees-Galloway acknowledges the progress made since Pike River but says there is much more to be done.

“New Zealand is yet to count itself among world leaders in health and safety … The strategy creates a firm platform for change where everybody can work towards a common vision and set of priorities. I want to move us towards a health and safety system that puts working people at the heart of our efforts.”

A more comprehensive measurement framework is being developed in order to monitor progress on the strategy over the decade. It will include lead and lag indicators of harm, as well as measures of attitudes and behaviour, and qualitative assessments. It suggests data on work-related health – chronic risk – is likely to be based on surveys asking about exposure rather than disease rates, while measures of catastrophic risk in major hazard facilities will focus on identification and response to precursor events. Performance will be reported annually.

The strategy will be finalised towards the end of 2018. To oversee its implementation a joint governance group is proposed, consisting of representatives from each part of the H&S system.

Submissions on the strategy close on 8 June.
