In two recent prosecutions no fine was imposed for reasons which were suppressed. This is highly unusual and, if it signals a trend, unwelcome.

The usual reason not to impose a fine is the precarious financial position of the defendant. There is no need to breach commercial sensitivities by disclosing figures in open court, but if lack of funds is the reason it should be stated.

(Of course, it is possible that in both cases there were extraordinary and compelling reasons for suppression other than lack of cash. We just dont' know.)
