Coroner David Crerar has queried why employers are required to make workplaces safe for employees but not - he assumes - for others with a legitimate reason to be in the workplace.

The Southland Times reports his comments at the inquest into the death of a 2-year-old boy, who drowned in an unfenced farm rubbish hole that also contained rainwater. The boy lived on the farm with his parents. His father worked for the company which owned the farm.

"There should, in my view, be a greater obligation on an employer to protect persons other than employees on site for legitimate and appropriate reasons (such as the family of an employee who is required to live on site) than there would be for visitors or trespassers."
